ATKINS: Good morning, everyone. 4 I'm going to go ahead and call to order the public 5 hearing on Charitable Bingo, Administrative Rule 6 402.558, relating to bingo paper. This is a public 7 hearing as published in the Texas Register in order to 8 receive comments on this proposed new rule. Today is 9 Thursday, October 10, 2002. The time is approximately 10 10:05, and this meeting is being held in the 11 auditorium of the Texas Lottery Commission in Austin, 12 Texas. 13 For purposes of introduction, my name 14 is Billy Atkins. I'm the Director of the Charitable 15 Bingo Operations Division. With me is Diane Morris, 16 Assistant General Counsel for the Texas Lottery 17 Commission. I have my cards up front if anyone would 18 like one. In the back of the room are witness 19 affirmation forms as well as copies of the rule that 20 we are here to take comment on. 21 This hearing is being recorded and 22 transcribed by a court reporter; therefore, we would 23 ask that only one person speak at a time and that you 24 speak clearly. And he does not at this time 4 desire to offer oral comment, and he is shaking his 5 head, yes. 6 There is no one else present besides 7 Mr. McNally except for staff of the Lottery 8 Commission, so I will probably wait another three or 9 four minutes on the record. If no one comes in in 10 that time, we may go off the record for another 15 and 11 20 minutes.
